Your Process looks good...
The Acid etch is key. For surgical Steel I've had to "open" the pores and use othe acids or a electro SSA solution (like for the Gold Brush Plating). Try a little elbow work, wire brush or strip and polish off the original finish (or lack thereof)... Black Oxide is a chemical reaction with the first layer of atoms in the material, if it's only the surface OXIDE layer then it will wipe off. If it can penetrate the first micron of MANY atoms then so will the treatment and any sealants so the harder the finish and durable. Chemically oxidized SS or milled material CANNOT be wiped off, worn off or chemically effected. It is now "pre-rusted" but with other materials and not Oxygen as in rust but with Other metals and reagents. this is not reversable. You have to etch, mill or use agressive abrasives...
