Default Black Oxide sealer not drying

We have the Black Oxide kit. I have not used it much but I now have decided to use it on all the tools I make and sell. The black looks fine but after it is dipped in the sealer it will not dry but stays slimy. It has been hanging to dry for over 12 hours and it is still wet. If you touch it it smears.
What am I doing wrong?

I never could get the stuff to work. The black finish always rubbed off. Its nothing compared to the real black oxide process.

Huh, I use it all the time and prefer it as a good finish for low cost. I was hoping you guys would tell me how to improve on my process. Here's how I do it:
1) get the part clean - wire wheel and rubbing alchahol.
2) get the acid hot - a crock pot works best.
3) keep the acid strong and clear of white dust - I use a funnel and coffee filters but there's probably a better way.
4) a fish tank bubbler helps move things around.
5) dip time should be about 3 to 10 minutes (depending on strength of acid) remove from acid and dip in tap water.
6) dab or rolle the part up in a towel - do not wipe it dry.
7) immediately (within 30 seconds) get the part dipped in oil - lay them out to dry. They won't dry - if the part does dry, you've made a mistake.
wait at least 24 hours, 3 days is better. Wipe off oil residue - done.

Other trivia - cut up some 6 in pieces of romex copper electrical cable. Each of piece isulated copper wire makes an easy adaptable hanger. Strip the insulation or throw in a piece of copper if you want a bronze tinge to the color.
