If you have the skills I would think for $1K you could build an oven about the size you are looking for.
Ill keep this short and simple. I have very limited space and funds for a pre-built oven, although if I could ever find a oven that is tall and deep but with an id of around 40 inch wide and tall enough to do motorcycle frames I would hop on it. I don't want to just jump into this, but reading the oven forums I know I need help.
So is there anyone in the bay area that I can learn from, or can anyone assist in finding an oven for around 1k?

Read thru this site. There are many many oven builds that are documented here. By reading some of the posts many of the issues will become clear. The oven framing is usually comprised of metal studs and an exterior sheathing, with insulation between. Think about the size you would want/need and then compile a list of material and any specific tools you may need such as rivet guns, metal shears, etc. Get some local price quotes on galvanized sheet.
The next step is the electronics. First and foremost insure that you have adequate electrical service to power the needs of your oven. An oven say 40X40X72 inches will probably require around a 50 amp circuit. Does your workshop have the ability to handle this load and if not, can you get it upgraded.
The remained of the electrical needs can either be purchased as a unit or if you are confident in your electrical abilities you can build it yourself. Start planning and ask questions once you get an idea of what you want. Someone how will certainly be able to help.
It just takes time and you may have to buy a few tools. I am just about ready to fire mine up. Of course after the build you will have learned a few things like... when I build my next oven, I would do this a little different etc. But you just have to think like this: "If somebody else can build one, so can I". is300soon , if you can build it yourself its not that hard . alot of guys on here always willing to help . along with us . we made it easier for guys as we now stock all parts to build an oven . look around on the forum . alot of good builds and very smart ideas
