Probably. Packing it to tight reduces the insulating factor. I would go and get insulation that is 3 5/8" thick. Will fit nice between the inner and outer walls. You can use what you have by tearing it and stuffing it into the panels. Pack it loosely but full, untill you get a thickness of about the stud depth. Compressing it a little won't hurt. Good luck.
