Default Plug-n-Plating Nickel over Flash Copper

Hi everyone,
I am trying to achieve the Black Chrome effect on some die-cast drum parts.
I purchased a Copper/Nickel combination Plug-n-Plate kit through Caswell, and did receive good support from the company via telephone. I was told to apply a flash copper layer, then a nickel layer, then the Black Krome.
The original lug was brass coated, but I stripped this off the outside of the part (the lug is hollow). The flash copper went on very well, but I cannot get the nickel to go over the flash copper. Can anyone help me?
Any advice will be greatly appreciated.
