Those would be going back to the place that coated them. No sense in letting it slide. If you did the work, you'd cover it no problem. Poor quality is poor quality. Send 'em back.
I had these 3 deck railings done. I had to send them out to a local powder coater because of the over sized 10 foot lengths. After just 2 months outside I received a call telling me that he has rust coming though many areas. My customer is not happy. I noticed that there are tiny pinholes from what appears to be too much powder flow? What are your opinions? the railings had to be chemically stripped and then blasted (so they claim). They did not prime these but said they hit them with two hits of white. It looks like they put it on too think and it bubbled making pin hole exposed allowing moisture in and making it rust. Here are some images. What would you do to fix it so this doesn't happen again?

Thanks for the advice... The painter said it was due to the residue left behind from chemically stripping them. I think this is a bunch of BS. I will tell them to phosphate and prime first. Any recommendations on a primer?
Zinc Rich Primer would be my best advice. But,.... I would also advise to outgas before the primer, and a second cleaning.... Phosphating after second cleaning.
1 chem stripper
2 outgas,.... at 50* above cure temp of coating
3 Phosphate
4 zinc rich primer - FOLLOW THE DIRECTIONS ON THE PRIMER CLOSELY
5 final coat.
The pieces you showed should have been done similarly to that in the first go-'round. If all else were done properly, you might be able to skip the primer,.... but seeing as you've already had bad results, I'd recommend it next time around.
