Can I powder over coat over??

I bought a reproduction olds/cadi air cleaner and it has a black coating which seems to be a good clean base. Can I powder over that?

It's not recommended to Powder coat over anything other than Powder coating. Powder coating that you put on yourself. You cannot garantee the original coating (no matter what it is) therefore, the powder coating you apply will only be as good as the coat underneath it.... not knowing what that coat is, would instantly have me stripping to coat.
