Try warming the part up to about 120 degrees and shooting your welded areas 1st. Also make sure the welds are extremely clean.
I've been doing a few motorcycle and bicycle frames lately and I had some trouble with the powder sticking to the welds,is this a common problem? The rest of the frame takes powder very nice.

it's not a matter of the welds not accepting the powder. where two tubes come together in the corner you get a faraday cage. basically, and electrical field that repels the powder out of the corner. if your gun is adjustable, turn the kV down as low as it will go. shoot the tough to get corners first. try turning the powder flow up for the corners. try varying the gun-to-part distance in the corners. try pulsing the trigger (short bursts) in the corners. and if all that fails, hot flock it (shoot it hot... i like to do it at 225 degrees... the powder should stick, but not completely melt).
