as long as the chrome is not peeling or in bad shape you can powder over it and scuffing it is fine.
I have a exhaust set off a motorcylce that needs to be powder coated in high temp black just the end tips. Is the chrome surface a good enough surface to adhere the powder to or does it need to be stripped? Or can it be scuffed up to powder? Any suggestions would be apperciated.

What happens if it is peeling? What then?
Blast it or sand it down to bare metal the coating is only as good as the substrate it's on.
Some time ago I was told on another forum that if chrome had begun peeling, etc., that for best results the nickel and copper had to be removed prior to PC otherwise the corrosion would resurface under the PC? Didn't quite make sense to me if no oxygen could penetratet the PC, the the part shold otherwise act as normal.
