Default Powdercoating black alloy bolts

Can I powder coat over black alloy bolts without trying to strip any? Since you can't strip off the black, I need to know if I can just polish it a bit and degrease and clean it or if there is another procedure for it.

The coating is black oxide. If you remove the oils you shouldn't have any problems powdering over that.
