Color Bleed Thru ?

doing a go-cart frame with a Bright White Base Coat and a Fluorescent Yellow top Coat, problem is there is a Orange bleed thru from someplace..
Frame was sandblasted clean. What could it be? Bad powder ? Never seen this before.

No it's not a burn spot.
