Default to strip or not to strip?

#1 Can you powder coat over exsisting powder coat without stripping off the old powder ? The new powder is a different color than the base coat. #2 If the old powder does have to be stripped first ,will steel shot damage the base metal aluminum? Thanks in advance.............John

If you leave the old powder on I would use steel wool or 220 sand paper.
