Default Black Peeling off

Had a set on new Chrome handle bars, powdered black now the black is peeling off. Should I have roughed the chrome ? I thought it would be no problem since we powder over chrome for the Candy coats..

Dude, you gotta scuff it or it will do exactly what it did. I did the same thing in the beginning to a breather cover and noticed how easily it scraped off. Looking back now I now how much of a ROOKIE I was.
We still have much to learn...

So, how do you explain how people clear candy coat over chrome. They dont scuff it up.

I've done black over chrome alot of times never had any problems
in fact I have seen some powder coated parts from hartley davison
that when strip down they have chrome under the powder.

I did figure out the problem, The parts had a protective coating on them ( clear coat) I used AirCraft remover and all is well..
