do they need to be applied over chrome to get that nice shiny look ? can i just apply them over a sand blasted atv frame ? if not can i powder coat chrome then powder over that with the candy color to get the nice shiny effect.

You probably need to put a base coat of chrome powder, then the candy color. A white, silver or aluminum base color also looks good under most candy colors.
