pontiac engine block blue, is there a powder that closely matches this color?

What year blue are you looking for? The light blue, metallic blue, or early sea-greenish?

Another pontiac nut here What is a RAL number and where would I find it for the Pontiac color's? I am also looking for the gold on 77-78 SE Trans Am's. Would like to do snowflakes.

RAL numbers are like Pantone colors. They are standards.
What you need is a color chart of a major manufacturer and they will always have a selection of RAL colors.
This is a Pantone color chart and it may help you find the right color. I haven't tried cross referrencing Pantone to RAL though
