Default Powder Coating Inside of Rim???????

I'm getting ready to powder a set of tubeless wheels. Is it necessary to mask off the inside if the rim where the tire seats to the bead? If so, what is the best way to do this to get a smooth edge so that no bare metal is showing when the tire is mounted?

Just spray inside the area where the tire bead sits on the rim. You don't need to spray the whole inside, but it's not worth masking off, just let it get some overspray, because it is inside the tire, and will never be seen

This varies between shops. Some guys will mask them because certain wheel designs will leak if the seal isn't perfect. In other cases you should make sure you get enough powder on the bead to prevent corrosion of the bead which will cause a leak. For the most part I like to cover at least the bead, and like Bandit said nobody is even gonna see the overspray so the rest doesn't matter.
