Default brake cleaner

i did a tank last week for my brothers bike. gloss black and clear. whale he was cleaning some other parts he axidently spread brake cleaner on it so he grabed a clean rag and wiped it off and for some reason it sofend the powder and left wipe marks on the tank. ? my question is why ?
yes i baked it for the proper time and temp or what is stated on the contaner
yes the tank was at temp when istarted the timer.
should brake cleaner soften pc. that easy ?

NO the part was most likely not fully cured. even though you say it was at temp and then timed for full cure, powder should not soften that fast with just brakeclean. try to put it back in the oven and re cure it for 1 hr at 375. then retest with the brake cleaner. if it is still soft it could be a powder issue but i doubt it.
