the regulatory stuff is going to take some common sense. very small-scale/borderline hobbyists really aren't going to attract attention, should it not be allowed. but some places are nuts. get online and look up local zoning. find where you want to do the coating, be it your residence, a shop, etc., figure out the zoning based on the map, and get the city/county zoning descriptions. from that you should be able to get a good idea of whether they'll care or not. also, go to your county/city website (probably www.____insert your county here___.gov) and check out the economic development portion. it should give you a feel for how your business would be perceived.

and register it with the state as an llc, bc they offer pass-through tax advantages that corporations, etc. do not, and when it comes tax time, an llc is reasonably straight forward. a sole proprietorship might work, too. i'm not very knowledgable about those.
