Powder Coatings Rims?

When dong a chrome rim, you must scuf the surface with a scotbrite pad first right?

What about doing an alluminum rim? and how to tell if the rim has a clear coat on it already?

You could try a little stripper in an unconspicuous area or a light blasting. You should be able to tell if there is anything on it.
