Why take the chance, partially cure the white. You'd get better adhesion between coats also.

ok if i get better adheashion that way, doesnt that mean it will be harder to get the blue off the partially cured white letters?

No,

When you spray and partly bake the white on the whole part it should flow out smooth and bonds to the part as normal. It's just not fully baked and hard as it should be yet, but it's not a powder that will blow off anymore either.

When you spray the Blue over the white, that is just a powder dust still and you can remove it easy by wiping or what ever. So you just wipe it off the letters but don't mess up any other part that is still dusted.

Bake the part again to fully cure it with both coats now. The white under coat will fully cure this time and the blue top coat will bond to the white under. I guess think of the partly
cured under coat as being softened or partly melted again during the second baking. The two coats bond together.
If the first coat is fully cured then it won't soften as much, the second coat would sort of just sit on top of the first with some bonding but not as good. Also you risk burning the first coat perhaps if you tried to fully cure it the first bake then bake again to fully cure a second coat on top.

Yup, I have done a few things that way, 2 coats. Best is to just flow out, then let part cool, then spray the next color, and rempove from areas you dont want to. Also, if you are using Maasking, the half bake method works well as the tape will not leave marks in the powder if you only bake till flow out, then remove the tape, and fully bake
