do you need to rub down the part to get rid of the shine befor 2nd coating or can you just coat straight over

if you have a good ground just spray it. in some instances it's a good idea to assist the mechanical bond but when the powder flows it will bond with the base, so it's not necessary. just play with it; you will get different results with different powders ie. gloss levels & textures & such.
