No chrome is best using a half bake I have found. You need to clear coat chrome ASAP after flow out to retain it's max shine. The best results I have had with clear or candies over chrome is I bake chrome a few min after flow out, then remove from oven, cool a little to 175F or less, then shoot, bake clear. This covers and seals the aluminum particles in the chrome poowder before they have ozidixed and lost their shine. That said, regular powders do not need to be hot, and I havnt noticed any benifit shooting regular colors hot because the base coat will soften when it heats up and the clear will meld into the base for good adhesion.

Personally, I'd do chrome first, bake 10 min at temp, then let cool, mask letters, spray black, bake anohter 10 or so till the black is flowed out, then remove the masking, spray clear.

thats basically what i did except for masking the letters, to much trouble, it was easier just wiping the black powder of them...
