I was thinking of powdercoating my wheels from this silver color to this kind of wheels which has like a wet black lip with red stripe and satin black spokes. Do you guys think that this is doable for powder coating? if I take it to a pro how much do you guys think it would cost?

it's doable. cost will likely vary a lot from coater to coater, and a lot from individual coaters based on how much prep they have to do. new or used, stripping needed or not, spokes removable or not, etc...

I would charge you somewhere around $250 per wheel for a job like that. I normally do 1 color jobs on wheels for $80.
