Default Can I Repair faded candy powdercoat?

Alright guys, i really dont know much about powdercoating and thought you guys may be able to help me out.

I just aquired a set of used wheels, and the faces are what the wheel company calls "gold chrome." But, I was told that is most likely a gold candy powdercoat on top of the polished aluminum wheel. The finish is somewhat faded and dull (compared to the back of the wheel, where the gold is much brighter and deeper in color). Is there somesort of oxidation effect on the exposed side?

Is there any way I can bring back a little more shine and color? Can I uses a cutting compound, or will that just scratch and tear up the finish?

you can buff it but I would recommend stripping it & re-doing it completely.
