Question V-ROD powder coat

Talked to a guy yesterday about coating his V-Rod frame. He claims that it is powder coated by Harley. And if you damage the coating, that you have to send it to Harley. He wanted to know if I could get this powder from anybody and do the coating. Does anyone know if it can be gotten from anyone? I know that the Harley black just has come available, but don't know about the V-Rod. I think it's a silver color, not real sure.
