I would think is powder coating..

I know most of the arctic cat snowmobile parts we do, have a sprayed on black primer and then are coated with PC.

One thing ive found with recoating of parts, is that you have to make sure that you get it completely covered.. any part of the PC that is thin will have a rough textured like look that is dull after it comes out of the oven..

I like to strip all parts... I dont like taking chances on whats on the part..
