Default Powder over powder

I'm getting ready to powder coat a Harley frame that's already coated, the finish on the frame is not that bad,can I rough up the frame and shoot it again with new powder?

Yes you can, might want to test a small piece first. Just remember that the powder you add will only have as good of adhesion as the base powder. I usually use a scotchbrite pad to de-gloss it all and clean it up. Just looking for a color change?

No,the color will be the same but the customer wants it redone. The powder on it now is nice and I'd hate to strip for no reason,I thought if I could to something to the surface and recoat it.

Might be kind of a pain in the arse, but if the powder is still nice, wet sand and buff it.
You're sure it's powder?

It is possible, the first thing you need to do is determine if it's powder or paint.

Sometimes you can tell with a mil thickness gauge or there's the rub test. A q-tip with MEK. 25 double rubs. You should rub through paint.
