I read that using the plug and plate kit to repair a small rusted area of chrome, you would have to clean out all the rust(of course) and then use copper then Nickel, and copy chrome? I knew that chrome needed a nickel base to work properly but I thought the copy chrome was different. There is no way to just use the copy crome kit? Thanks in advance.

Sure - you could just use the copy chrome kit, although you might still want a copper plate underneath.
Copy Chrome is very thin, as are most plates. Applying copper before the copy chrome allows you to build up a thick layer of plating to fill in pits and indentations etc.
You can certainly skip the nickel plate if using Copy Chrome.--
