Need to remove old plating

I have some old tools that were originally nickel plated. They have become dull and rusty over the years and I would like to refinish them. Do I have to remove the old nickel before plating? Can I plate new nickel over the old nickel (once it is prepped)? Is there a way to polish the old nickel without re-plating?
