nickel over copper?

we bought a plug n plate copper/nickel combo kit i have coppered all my parts first but when i try to go over it with nickel it do do any plating what am i doing wrong is there a pickle i need to use to activate the copper so the nickel will plate over it please help?

Nickel should plate directly over copper very easily.
