Something fast enough and with enough power to get your wheel's surface feet per minute rate up into the 5,000 rpm range. (Assuming it's an aluminum frame)
I polished all kinds of stuff with 4" wheels and a Makita 1/2" drill until I finally broke down and bought a bench mounted buffer a couple months back.
Any reasonable quality drill should get the job done. Higher amp ratings will give you more power so you can bear down on the part and get good cutting action.
