PC is rubbery

Hello all,
I PC'd some engine cases in a wrinkle black finish, and as I pulled off the tape, the coating is rubbery. Is this normal or was my cure time too short? Time was about 20 min @ 450f.

sounds like it was still hot when you took the tape off
and 450 is way to much , I cure at 380
