Powder coating rims

If I was to powder coat the center part of these rims what would need to be done to them as prep work? They are new never been on a car before.
Would they need to be sand blasted?

Great rims!... I had a set of thos on my '67 Spitfire... yes I'd have them blasted.. its a baked paint on them, if those are from Shelby

If it jams; Force it. And if it breaks it needed replacing anyway.
