From your description it is most definately a vein powdercoat. However, there are multiple colors of vein. Silver, Gold, Copper, Titanium. Without a picture its difficult to guess.

alright...we have a vibraphone (mallet instrument) at school that has parts powdercoated on it, and im wanting to do the same to our old vibes when i rebuild them...
im not sure of the powder used though, and i cant find a good picture...so ill explain...
